Zimbabweans face third Mugabe-Tsvangirai showdown

By Cris Chinaka

HARARE (Reuters) - Zimbabweans voted on Wednesday in a fiercely contested election pitting President Robert Mugabe against Prime Minister Morgan Tsvangirai, who has vowed to push Africa's oldest leader into retirement after 33 years in power.

With no reliable opinion polls, it is hard to say whether the 61-year-old Tsvangirai will succeed in his third attempt to unseat the 89-year-old Mugabe, who has run the southern African nation since independence from Britain in 1980.

Both sides are forecasting landslide wins but, in a country with a history of election violence, the bigger question is whether the loser will accept the result of a poll dogged by logistical problems and allegations of vote-rigging.

Polls opened on time at 0500 GMT (1 a.m. ET) across the country, with long queues of people braving a bout of unseasonably cold weather to stand in line from well before dawn.

In one polling station in the western province of Manicaland, a key swing region, the queue stretched for a kilometer (0.6 miles).

"I got up at 4 but still couldn't get the first position in the line," said sawmill worker Clifford Chasakara. "My fingers are numb, but I'm sure I can mark the ballot all the same. I'm determined to vote and have my vote counted."

In Harare, the epicenter of Tsvangirai support, the mood was excited and upbeat.

"We are here to vote and I'm convinced Harare will lead the way to change," John Phiri, a domestic worker in his 30s, told Reuters in a polling station in the upmarket Mount Pleasant suburb.

Asked on the eve of the vote if he and his ZANU-PF party would accept defeat, Mugabe was unequivocal: "If you go into a process and join a competition where there are only two outcomes, win or lose, you can't be both. You either win or lose. If you lose, you must surrender."

A spokesman for Tsvangirai's Movement for Democratic Change (MDC) said the party was prepared only to accept the results if the poll was "free and fair."

"ENERGY-SAPPING"

Mugabe's words were in marked contrast to the thrust of what he described as an "energy-sapping" campaign, and may ease fears of a repeat of the violence that broke out after he lost the first round of an election in 2008.

Around 200 Tsvangirai supporters were killed in the unrest before South Africa brokered a power-sharing deal that stopped the bloodshed and stabilized the economy, but established a government characterized as fractious and dysfunctional.

Western election observers have been barred from the elections, leaving the task of independent oversight to 500 regional and 7,000 domestic monitors.

Results are expected well within the five-day legal limit. Around 6.4 million people, or half the population, are registered to vote.

The verdict of observers is crucial to the future of Zimbabwe's economy, which is still struggling with the aftermath of a decade-long slump and hyperinflation that ended in 2009 when the worthless Zimbabwe dollar was scrapped.

If it gets broad approval, there is a chance that Western sanctions may be eased, allowing Harare to normalize relations with the IMF and World Bank and access the huge amounts of investment needed to rebuild its dilapidated economy.

Despite this, Tsvangirai urged African monitors not to give the vote the thumbs-up simply because they do not witness bloodshed.

"Mugabe is the world's oldest leader and one of its longest-ruling dictators. He is fixing this election in a more sophisticated fashion than previous ZANU-PF campaigns of beatings, killings and intimidation," he wrote in an editorial in the Washington Post.

"Mugabe's election-stealing antics have been documented throughout Zimbabwe and beyond. Yet the international community seems apathetic; perhaps Mugabe has been stealing elections for so long the world just rolls its eyes and moves on."

Is The United States Becoming More Energy Efficient?

The American Council for an Energy-Efficient Economy (ACEEE) have released a White Paper entitled ?Energy Efficiency: Is the United States Improving?? in which they begin what they hope to be ?an annual effort to examine and characterise the overall state of energy efficiency in the United States and determine whether it has improved, declined, or stayed the same since the previous year.? Accordingly, the ACEEE has developed a list of 15 indicators they believe create a snapshot of energy efficiency across the US.

?Energy efficiency is a key to economic prosperity and global competitiveness,? write the authors of the White Paper, Sara Hayes, Naomi Baum, and Garret Herndon. ?The most energy-efficient economies are able to reduce their energy waste and maximise their output, thereby reducing costs and streamlining systems. If the United States hopes to maintain its status as a world leader, energy efficiency must play a vital role in maintaining our economic prosperity.?

However, the underlying discovery made by the authors is that while the United States has made some progress, it has been relatively moderate progress.

Five of the fifteen indicators classified by ACEEE as being representative of energy-efficiency growth in which the US has showed meaningful progress include:?state energy efficiency program savings; reductions in energy use in residential buildings; standards for fuel economy; building codes; and standards for appliances. There have been improvements in energy productivity and the reduction of greenhouse gas emissions, but these may reflect other factors instead of solely increases in energy-efficiency. Seven of the remaining eight indicators showed only small or no improvements at all, while one showed backsliding.

A summary of all fifteen indicators was provided in the White Paper and is shown below, along with the ?Overall Status of US Energy Efficiency Indicators?.

    ACEEE1

    ACEEE2

The full White Paper with thorough explanations of each of the fifteen indicators, along with a description and result of each, can be seen here (PDF).

Sony's crazy 'The Playroom' PlayStation 4 demo comes pre-loaded on the system

Even though Sony's offering a few free PlayStation 4 games at launch to PlayStation Plus members, the company apparently wants to extend its philanthropy to the entire PS4 consumer base. Every PlayStation 4 comes pre-loaded with a copy of The Playroom, which you may remember from E3 2013 as "that crazy demo thing that uses basically every piece of the DualShock 4 and PS4 Eye to amazing effect."

If you did miss the video and you're not able to watch at the moment, know this: The Playroom is a super neat addition to the PS4 console. It essentially acts as the Wii Sports for the PlayStation 4, showing off everything from the DualShock 4's lightbar to the PS4 Eye's depth-sensing functionality. It's also full of adorable little robots, should all that other stuff not suffice. We've dropped our full video walking through its features just below; the PlayStation 4 is planned for launch in "holiday 2013" at $400.

Update: Please excuse us if we've misled anyone -- the PlayStation 4 Eye does not come packed in with the console and DualShock 4. It's a separate $60 purchase, though The Playroom still ships with PS4 consoles.

Ecuador president: Snowden can't leave Moscow

Edward Snowden is "under the care of the Russian authorities" and can't leave Moscow's international airport without their consent, Ecuadorean President Rafael Correa told The Associated Press Sunday in an interview telegraphing the slim and diminishing possibility that the National Security Agency leaker will end up in Ecuador.

Russian President Vladimir Putin has distanced himself from the case since Snowden arrived in Russia last week. But Correa portrayed Russia as entirely the masters of Snowden's fate.

Putin insists the 30-year-old former NSA contractor remains in the transit zone of Moscow's Sheremetyevo Airport and that as long as he has not legally entered Russia, he is out of the Kremlin's control.

However, the Kremlin also said Sunday that it will take public opinion and the views of human rights activists into account when considering Snowden's case, a move that could lay the groundwork for him to seek asylum in Russia.

"This is the decision of Russian authorities," Correa told the AP during a visit to this Pacific coast city. "He doesn't have a passport. I don't know the Russian laws, I don't know if he can leave the airport, but I understand that he can't. At this moment he's under the care of the Russian authorities. If he arrives at an Ecuadorean Embassy we'll analyze his request for asylum."

Last week, several members of Russia's Presidential Council for Human Rights spoke out in support of Snowden, saying he deserved to receive political asylum in the country of his choice and should not be handed over to the United States. And a handful of protesters picketed outside the Moscow airport in what appeared to be an orchestrated demonstration on Friday, holding signs reading "Edward, Russia is your second motherland" and "Russia is behind Snowden."

Putin spokesman Dmitry Peskov told Ekho Moskvy radio that while Snowden is not Russia's concern, the Kremlin is aware of the viewpoints of Russian experts and representatives of human rights organizations.

"Public opinion on the subject is very rich," Peskov said in the radio interview. "We are aware of this and are taking it into account."

Correa said he had no idea Snowden's intended destination was Ecuador when he fled Hong Kong for Russia last week. He said the Ecuadorean consul in London committed "a serious error" by not consulting officials in Ecuador's capital when the consul issued a letter of safe passage for Snowden. He said the consul would be punished, although he didn't specify how.

Analysts familiar with the workings of the Ecuadorean government said Correa's claims that the decision was entirely Russia's appeared to be at least partly disingenuous. They said they believed Correa's administration at first intended to host Snowden, then started back-tracking this week when the possible consequences became clearer.

"I think the government started to realize the dimensions of what it was getting itself into, how it was managing things and the consequences that this could bring," said Santiago Basabe, an analyst and professor of political sciences at the Latin American School of Social Sciences in the Ecuadorean capital, Quito. "So it started pulling back, and they'll never tell us why, but I think the alarm bells started to go off from people very close to the government, maybe Ecuador's ambassador in Washington warned them about the consequences of asylum for Snowden."

Gonzalo Solano contributed from Quito, Ecuador. Lynn Berry in Moscow contributed to this report.

Lightning electric motorcycle bests gas-powered bikes at Pikes Peak

Lightning electric motorcycle bests gas-powered bikes at Pikes Peak

With 156 turns over its 12.42 miles (19.99 km) course and elevation changes ranging from 4,720 ft (1,440 m) to 14,110 ft (4,300 m), Pikes Peak International Hill Climb is one of the most grueling races in the world for both humans and machines. It's particularly challenging for gas-powered vehicles, since the air contains less oxygen at higher altitudes. As a result, electric cars and motorcycles have gained popularity at the event in recent years. In fact, 2013 marks the first time an electric bike's beaten its gas-powered rivals, with Carlin Dunne and Lightning Motorcycles finishing the race in 10 minutes 0.694 seconds -- ahead of Bruno Langlois who managed 10 minutes and 21.323 seconds on a Ducati Multistrada 1200 S. While electric vehicles are expected to dominate Pikes Peak in the near future, it's going to take a few more years before autonomous cars win the event.
